JOB SUMMARY

As a Senior Engineer Project Estimation you will be positioned as coordinator for the realization of project estimates for our site projects. You will reside in SABIC E&PM [Engineering & Project Management] services organization that supports the Manufacturing and Operational organization. We manage the Investment projects in design and during execution for SABIC.

As a Senior Engineer Project Estimation, you will support the Project Managers and Project Portfolio Managers with the delivery of their projects. This typically includes most, if not all of the following:

• Being responsible for preparing and monitoring site projects estimates, a conceptual estimate of +/-40% and end of FEED estimate of +/-10%
• Update and maintain the sites estimating database for future projects
• Validate and complete estimates delivered by Alliance partners or other (external) parties
• Validate and ensuring GPA estimating checklist and forms are complete and reflects all information required to develop and validate project estimates.
• Being responsible for identifying and taking corrective action at bottlenecks in the areas of Estimates, drive best practices and standadizations
• Being responsible for generating appropriate reports as required.
• Support the use of Value Improving Practices (VIP) with ability to report benefits as such and uses the Front End Loading Index (FEL) and Risk analysis to determine the appropriate contingencies in the budget
• Challenge to increase cost-awareness of all contributors of the estimate by continuously challenging the 'value for money’ and requesting supporting documentation
• Involvement/challenge/evaluate/calculation of field- and scope changes and showing the financial implications for the overall budget [project control]
• Maintain, use and evaluate an estimate-checklist in order to verify to completeness and correct estimates.
• Maintaining and develop the estimate procedures and methods
• Managing stakeholders and internal client expectations, reporting the actual projects performance
• Managing the process of obtaining all necessary approvals [intersquad comments] on time, to meet the project portfolio schedules
• Review, evaluate and if applicable challenge the project schedule, including possible consequences for the resource planning, which can influence the Estimates.
• If applicable evaluate and challenge quotes of external parties (e.g. material vendors, contractors)

MINIMUM EDUCATION/BACKGROUND REQUIREMENTS

• Bachelor Degree in Engineering with Mechanical or Electrical background is preferred.
• Specialization in the field of Project Cost Estimation and certification is preferred
• Fluent in Dutch and English

At least 7 years of industrial engineering experience in a highly demanding detail driven fast track Industrial environment:

• Substantial experience as a technical professional in the petrochemical industry in one of the main technical disciplines before getting involved with project management
• Familiarity with project management techniques tools and practices
• Knowledge of Estimating Industrial Projects and project controls
• Knowledge of industrial installations such as chemical plants and facilities
• Knowledge of engineering standards and applicable industrial specifications
• Good understanding of engineering drawings and expertise of effective requisitions
