JOB PURPOSE

The Turnaround (TA) department provides valuable assistance to all plants in the form of planning and executing turnarounds for the SABIC Geleen site. The TA department operate according to a comprehensive set of standardized work processes, taking into account HSE, quality, cost, and schedule conditions.

The ideal candidate for this role will be responsible for constructing budgets for turnarounds and projects, with an emphasis on turnarounds. You will support the turnaround manager by preparing budgets and risk analyses throughout the different preparation stages, and provide advice on optimizing costs. Your budgets will be used to make informed decisions. Additionally, you will be responsible for maintaining and enhancing knowledge of budgets and estimations.

You will also have a secondary role as cost controller. You will collaborate with the departmental cost controller for assistance, and help generate cost reports and expenditure forecasts for the Turnaround Manager. You will handle important and sensitive data with the utmost discretion. Moreover, you will act as a regulator for estimating methods.

RESPONSIBILITIES

The primary duties of a Cost Estimator include:

  • Being held accountable for the preparation, quality, and consistency of cost effective estimates. This includes long-term turnaround budget plans, C- and B-estimates (25% and 10% accuracy), and the preparation of cost forecasts. These standardized estimates are critical inputs for major business decisions, project funding, and cost control.
  • Working closely with the TA team, cost controller, planners, and other departments such as Procurement, Technical, Maintenance, and Operations.
  • Providing informed advice and maintaining focus on achieving the best TA performance possible.
  • Organizing and scheduling the workload with a strong emphasis on meeting milestones.
  • Delivering spend prognosis of turnarounds and TA related maintenance projects.
  • Developing TA Management reports, contents, and formats in line with company standards.
  • Introducing and implementing new cost estimating tools and developing new cost estimating methods to improve databases, efficiency, and accuracy of estimates, as well as analyzing and recognizing trends.
  • Maintaining contacts with parties in the cost engineering field to maintain and expand knowledge.
  • Informing stakeholders and line management by preparing and presenting summarized, transparent, and reliable cost progress reports of turnarounds and projects on a frequent basis.

REQUIREMENTS

  • Bachelor degree (HTS/HBO) and/or proven experience in Cost Engineering or Cost Estimator positions within the process industry with a good understanding of project management and turnarounds.
  • Education/training in the field of cost engineering (for example Certified Cost Engineer by DACE).
  • 5-10 years of experience in a manufacturing environment is highly desired, preferably in a chemical organization.
  • Good understanding of financial processes, contract forms and quantity survey.
  • Good working knowledge of cost estimating and controls principles, techniques and industry standard tools and skilled in using Excel and SAP.
  • Good communication skills verbally and written in Dutch and English.

  • Have the overview on short and long-term TA related activities.
  • Possess analytical and organizational skills and are able to work under pressure.
